This book investigates the determinants of leadership in East Asia, emphasizing the significance of followership in the success and failure of leadership projects proposed by China, Japan, and the United States. While doing so, it answers a central question in the field of international relations: Why do potential leader countries succeed in obtaining potential followers in some instances, but fail to do so in other instances? Employing an inclusive leadership and societal approach, the book investigates how the leading countries motivate followership in East Asian economic and security dynamics. It analyzes how Chinese, Japanese and American leadership obtained acceptance from potential followers, focusing on the significance of domestic politics of potential follower countries in shaping their governmental preferences and generating followership. The book features empirical evidence in six case studies, covering topics such as the successful Chinese endeavor of South Korea joining the Chinese initiative for the Asian Infrastructure and Investment Bank (AIIB), the failed US attempt to prevent South Korea from doing so, the US's success to convince Japan to join the Trans-Pacific Partnership (TPP), the failed Japanese strive for winning South Korea's support for Japan’s bid for a permanent seat at the UN Security Council (UNSC), the Chinese failure at obtaining the Philippines’ backing of the Chinese aspirations in the South China Sea (SCS) during the Aquino Presidency, and, finally, the Chinese success one the same effort during the Duterte presidency. The book will appeal to students, scholars, and researchers of international relations interested in a better understanding of leadership determinants in East Asia, Global Power Shift, foreign policy, as well as East Asian economic and security dynamics.

This book revisits a distinction introduced in 1921 by economists Frank Knight and John Maynard Keynes: that between statistically predictable future events ('risks') and statistically unpredictable, uncertain events ('uncertainties'). Governments have generally ignored the latter, perceiving phenomena such as pandemics, natural disasters and climate change as uncontrollable Acts of God. As a result, there has been little if any preparation for future catastrophes. Our modern society is more interconnected and more globalized than ever. Dealing with uncertain future events requires a stronger and more globally coordinated government response. This book suggests a larger, more global government role in dealing with these disasters and keeping economic inequalities low. Major institutional changes, such as regulating the private sector for the common good and dealing with special harms, risks and crises, especially those concerning climate change and pandemics, are necessary in order to achieve any semblance of future progress for humankind.

After a long time of neglect, migration has entered the arena of international politics with a force. The 2018 Global Compact for safe, orderly and regular migration (GCM) is the latest and most comprehensive framework for global migration governance. Despite these dynamics, migration is still predominantly framed as a state-centric policy issue that needs to be managed in a top-down manner. This book proposes a difference approach: A truly multi-stakeholder, multi-level and rights-based governance with meaningful participation of migrant civil society. Drawing on 15 years of participant observation on all levels of migration governance, the book maps out the relevant actors, “invited” and “invented” spaces for participation as well as alternative discourses and framing strategies by migrant civil society. It thus provides a comprehensive and timely overview on global migration governance from below, starting with the first UN High Level Dialogue in 2006, evolving around the Global Forum on Migration and Development (GFMD) and leading up to the consultations for the International Migration Review Forum in 2022. Stefan Rother is Professor pro tempore for Flight, Migration and Social Mobility at the University of the Bundeswehr Munich, and Senior Researcher at the Arnold-Bergstraesser-Institute at the University of Freiburg, Germany. His research focus is on international migration, the democratisation of global governance, social movements, regional integration, development and non-/post-Western theories of international relations. He has conducted extensive fieldwork in Southeast Asia as well as participant observation at global governance fora and civil society parallel and counter-events including the UN, ILO, ASEAN and WTO-level as well as the European Forum on Migration and World Social Forum on Migration. Stefan Rother has published articles in the Journal of Ethnic and Migration Studies, Third World Quarterly, Cooperation and Conflict, Comparative Migration Studies, International Migration, Migration Studies, Globalizations, European Journal of East Asian Studies, Asian and Pacific Migration Journal, Asia Pacific Viewpoint and several edited volumes. He has published and edited several books, including Democratization through Migration? Political Remittances and Participation of Philippine Return Migrants (with Christl Kessler, 2016).

This book explores innovative and context-driven political and legal policy measures designed to expand the powers of the African Union (AU) in order to meaningfully drive the continental integration process. In this regard, the book addresses issues of context, political will, and innovative and inclusive approaches as essential elements that must be considered. Africa is currently experiencing one of the most critical phases of its integrative development. Since 2015, there have been increasing efforts to develop policies and practices that grant the AU broader powers to coordinate and create binding rules regarding the regional integration process. In other words, these processes seek to endow the AU with supranational powers like those exercised by the European Union, which, despite its internal problems, remains the most successful experiment in supranationalism in the world. This has included the decision to finance the AU through a 0.2% tax on eligible imports into member states; the decision to reduce the number of AU Commission portfolios from eight to six; the adoption and entry into force of the much touted Agreement establishing the African Continental Free Trade Area; the adoption of the Protocol to the Treaty Establishing the African Economic Community Relating to Free Movement of Persons, Right to Residence and Right of Establishment; and the adoption of the AU Agenda 2063 policy framework in 2015. How these processes will change the direction of regional integration in Africa, the book argues, largely depends on the existence of quality-driven institutions.
